At the start of Lilo & Stitch, Lilo explains that she has to feed Pudge the Fish a peanut butter sandwich once a week because “Pudge controls the weather.” Lilo has a lot of eccentric beliefs, but this one is deeply personal. Later in the movie, it's revealed Lilo's parents died in a car accident. The movie doesn't go into detail, but Lilo specifies that “it was raining” the night they were driving.
Lilo feeds Pudge to make sure no one else dies because of bad weather.
